#2)  NO PROVISIONS FOR REPLACING DEFORMED OR INJURED BRAIN'S NATURAL NARCOTIC (DRUG) PRODUCTION OR BALANCE TO RELIEVE PATIENTS SUFFERING AND AFFORD THEM 'THE LAWFUL RIGHT TO FUNCTION & PROSPER.  BOTH LEGAL RIGHTS.

#3)  THERE ARE NO PROVISIONS CO-AUTHORED  WITH NEUROLOGISTS USING PATIENT & FAMILY INPUT AND STUDIES FOR A NARCOTIC DRUG GUIDE TO BALANCE PATIENTS. 

#4)  THIS INADEQUATE & UNLAWFUL AUTHORITY IN CLASSIFYING MENTAL HEALTH DISORDERS ALSO UNLAWFULLY CHANGES THEIR LEGAL STATUS INTO "DRUG ABUSERS" FROM PERSONS WITH MEDICAL NEEDS TO REPLACE NARCOTIC CHEMISTRY.
